MARK J. LYONS
Founder, CEO

As President of The Fulcrum Group, Mr. Lyons applies his extensive knowledge of central steam and chilled water plants as well as complex building systems to each of Fulcrum's Commissioning, Energy Management, Strategic Planning and Construction Management engagements. He is a recognized leader in the Building Commissioning and Energy Services Industry.  Under his leadership, Fulcrum has achieved more than $200 million of documented energy savings on behalf of its clients and has commissioned over 20 million square feet of facilities for institutions of higher education and research, secondary schools, hospitals, commercial high rises, as well as hotels and industrial complexes.

Mr. Lyons understands the importance of each client’s expectations and assists them in realizing their goals. His diverse experience includes front-line roles as owner’s agent for construction, commissioning agent, and energy manager providing clients with an advocate for the interests and pressures that face today’s building owners and developers. Mr. Lyons has played a key role on many high-profile projects throughout the country including projects in New York City: Goldman Sachs, Four Times Square, AMNH’s Rose Center for Earth and Space, United Nations, The Lincoln Center for the Performing Arts, NYUMC’s Skirball Institute for Biomolecular Medicine, and Rockefeller University’s Rockefeller Research Building.

Prior to founding The Fulcrum Group, Mr. Lyons spent 25 years leading technical support services on behalf of corporate, industrial, government, and non-profit clients. His technical expertise and advice has benefited presidents, business officers, planners, and scientists at some of the most prominent educational, research, healthcare, pharmaceutical, defense, aerospace, business, and manufacturing projects in the country. He has provided planning and design advice to five Nobel Laureates and assisted the Whitehead institute research team in planning the critical environments supporting the international human genome project. Mr. Lyons was invited to participate in The Howard Hughes Medical Institute National Symposium assisting in preparing laboratory design guidelines and coauthored the ACGIH guidelines on fume hood operation.

Earlier in his career, Mr. Lyons served as Corporate Director of Engineering and Technical Services for a facilities management firm specializing in the needs of not-for-profit institutions. He held key line management positions at Brown University and Carnegie Mellon University. 


STEPHEN W. KRETZMER, PE
Partner, President

Mr. Kretzmer possesses more than 18 years of building commissioning, operations and energy management, and marine engineering experience. Mr. Kretzmer maintains a professional engineering license from New York State and provides senior leadership of the Commissioning Services group at Fulcrum.

Mr. Kretzmer manages the commissioning engagements at New York University as well as commissioning and turnover services at the New School’s University Center.  Mr. Kretzmer had commissioning responsibilities for a 4.5 MW cogeneration plant as well as Fulcrum's Sea Island Commissioning relationship encompassing over 450,000 GSF of 5-star hotel space including mechanical systems and a central chilled water plant with total project costs more than $550 million.  Mr. Kretzmer also led the diagnostic investigation and retro commissioning for DASNY at Jacobi Medical Center and the comprehensive commissioning services of their Ambulatory Care Building.

Prior to joining Fulcrum, Mr. Kretzmer was responsible for leading and managing many commissioning engagements for clients including The American Museum of Natural History, Vassar College, New York State Office of Mental Health, Albert Einstein College of Medicine, University of Pittsburgh Laboratory Research Projects, Penn State Laboratory / Vivarium Research Projects, and Office of Mental Health. He has led numerous engagements for animal research facilities including ABSL-3 and BSL-3 laboratories.

He has also worked as an energy manager and performance engineer throughout the tri-state areas for pharmaceutical, higher education, and medical facilities.

Mr. Kretzmer received his Bachelor of Engineering degree from SUNY Maritime College and is a licensed Professional Engineer. He also is a Certified Energy Manager (CEM). Mr. Kretzmer holds many certificates from a variety of technical training seminars, as well as a refrigeration license in New York City.

 

NICK LEWANDOWSKI, PE
Partner, Chief Operating Officer

Mr. Lewandowski is responsible for the oversight of all of Fulcrum’s internal operations and also focuses on facilities operational support services. Nick leads the development and refinement of operational protocols and processes that enhance internal efficiency as well as improve service delivery models to clients. He also provides technical and project leadership in support of Fulcrum’s complex energy services projects.

Mr. Lewandowski graduated from Northern Arizona University with a Bachelor in Science in Civil Engineering and from the University of Rochester with a Master of Science in Technical Entrepreneurship and Management. He is also a Licensed Professional Engineer in New York State.

 

PATRICK QUIGLEY
Partner, Vice President

Mr. Quigley directs Fulcrum’s capital planning and program management services with 25 years of capital project, new construction, and energy management experience on behalf of hospitals and universities. Certified in Healthcare Construction and Infection Control in New York, his professional experience and certifications make him a valuable resource in not only healthcare design and construction projects, but in educational and commercial applications as well. He has significant experience in working in occupied, mission-critical facilities providing the technical leadership and sensitivity to work with construction trades and client staff. He recently oversaw the completion of a $47 million state-of-the-art short-term care facility in lower Manhattan, involving complete demolition and construction in a tight urban environment, requiring close attention to balancing the needs of client and community. At the NYU Medical Center, he provided leadership for the construction of a $13 million mechanical space for research and teaching facility as well as for $14 million in infrastructure upgrades.

Recently, Mr. Quigley has managed several projects centered on the design, construction, and turnover of complex mechanical systems and central heating plants.  In each of his projects, Mr. Quigley has created an atmosphere of teamwork to ensure timely and cost-effective delivery of services.

Prior to joining Fulcrum, Mr. Quigley was employed with a New York City-area General Contracting/Construction Management firm and most recently serving as that firm’s Vice President. In this capacity, he was directly involved in healthcare facilities reviews, developing and executing capital projects, drafting and executing sub-contractors contracts, developing and implementing buy-out strategies, and managing all aspects of a project’s schedule and cost.

A graduate of Marist College with a Bachelor of Science degree, he holds, several professional accreditations and memberships, including those with ASHE, OSHA, and GBC/AGC.


MICHAEL MONTALTO, PE, LEED AP
Partner, Vice President

Mr. Montalto plays a leadership role in Fulcrum’s design services engagements, specializing in electrical systems. Beyond design services, he provides critical support for the design review and performance testing of electrical systems for Fulcrum’s commissioning projects.

Mr. Montalto received his Bachelor of Science degree in Electrical Engineering from Manhattan College and is a licensed Professional Engineer in New York State. In addition, he has been a LEED Accredited Professional since 2008.

 

WILLIAM McKENNA, PE
Partner, Vice President

Mr. McKenna manages Fulcrum’s commissioning services portfolio, coordinates resources to support our commissioning engagements, and provides hands-on leadership for complex commissioning projects.

Mr. McKenna received his Bachelor of Science in Civil Engineering and Masters of Engineering in Structural Engineering from Lehigh University. He is a licensed Professional Engineer in New York State.

 


LUCAS JANES,
PE
Partner, Vice President

Mr. Janes' responsibilities are focused on the development of sustainable, operationally practical, and financially sound energy strategies. These strategies can support of a single building or across a campus.

Mr. Janes is an Associate Member of the Sigma Xi research society and received his B.S. degree in Engineering from Swarthmore College. He also is a Licensed Professional Engineer in New York State.

MICHAEL R. BOLAÑOS, A.I.A., NCARB, IFMA
Vice President, Project Advisory Services

Mr. Bolaños has more than 38 years of progressive design, master planning, facilities operation, building engineering, project management, and architectural expertise. His personal style and accessibility have made him an invaluable member of many teams and missions.

Mr. Bolaños joined The Fulcrum Group in 2020. Michael will continue his focus on the creation of process, design standards, contracting, branded concepts, and the management of an extensive professional services partnership network to execute capital works for Fulcrum and its clients. His extensive experience with capital program management, building commissioning, energy management, infrastructure planning, design-build, and strategic facilities analysis across North America and the Caribbean will bring much value.

Additionally, he designed and supervised construction of hospitality, residential, and commercial environments for the Sonesta International Hotel Corporation and Liberty Mutual Real Estate Corporation in Boston, Florida, and Bermuda.

Mr. Bolaños is a registered architect in Pennsylvania. He is a member of the American Institute of Architects, IFMA and is NCARB registered. Mr. Bolaños received his Masters in Architecture from Massachusetts Institute of Technology and his Bachelors in Arts from Washington University in St. Louis.

MICHAEL A. WHITE
Vice President

Mr. White has more than 30 years of experience in leading capital programs at a variety of institutional clients. Recent Fulcrum engagements include The Pomfret School, The Pingry School, One Bryant Park, and Sea Island (GA).

He provides the key leadership during the critical early phases of Fulcrum engagements when project scoping, budgeting, and process development are being formulated. He provides primary support in financial analysis, budget tracking, and progress reporting throughout the course of engagements.

Mr. White assists capital projects teams to assess, analyze, and recommend changes to capital project delivery systems to best serve a client's financial interests.

He also provides senior leadership in support of Fulcrum’s role as an Implementation Contractor for the New York Power Authority’s Energy Services Program and DASNY’s Energy Performance Contracting program.

Prior to Fulcrum, Mr. White was with Facilities Resource Management and ARAMARK Facility Services. In his combined 18-year tenure, he served in several capacities, most recently as Executive Director, with overall responsibility for developing and leading Capital Program Management, Building Commissioning, and Energy Management technical service engagements in the western region of the country.

Mr. White also served as Architectural Project Manager for medical research and teaching facilities at Harvard Medical School and Texas A&M University’s College of Medicine.

Mr. White earned his Master of Architecture and Bachelor of Environmental Design degrees from Texas A&M University.

 

RON KUHLMANN
Executive Construction Manager

Mr. Kuhlmann brings to the Capital Program Management team at Fulcrum more than four decades of experience in the construction field, consisting of extensive hands-on field experience, coupled with the respective administrative knowledge so critical in the construction process. He is actively involved in feasibility reviews, pre-construction planning, conceptual and hard bid estimating, constructability reviews, evaluating contractor and vendor bids, evaluating and manage risk, and establishing financial goals and objectives.

Strengths demonstrated throughout his career include staff management, identification and resolution of delays and disputes, management of submission and construction schedules, project oversight and cost-control monitoring from start through closeout.

VINCENT GALATRO, PE, CMVP, CPMP, BEAP
Senior Engineer

Mr. Galatro has more than a decade of experience in building systems commissioning, project management, engineering design, and mechanical system construction. This experience is regularly applied to Fulcrum’s range of clients in providing Commissioning, Energy Management, Construction Management, and technical diagnostic services.

Mr. Galatro has commissioned a wide range of buildings types and energy systems such as research laboratories, central heating and cooling plants, museums, commercial high-rises, residential high-rises, academic buildings, theaters, and mission critical power and backup systems. Mr. Galatro commissioned the Feinstein Research Building for North Shore-LIJ Health System. The commissioning of that building included a 15,000 GSF Vivarium with integral BSL-3 suite, 1,200-ton chilled water plant, steam boiler plant, and additional 50,000 GSF of research lab and office support spaces. Buildings that Mr. Galatro has commissioned have achieved the LEED Fundamental Commissioning Prerequisite and Enhanced Commissioning credit under nearly every possible rating system including New Construction, Commercial Interiors, and Core & Shell.

Mr. Galatro has frequently led energy reduction initiatives at client buildings and campuses. Such initiatives take a form that is tailored to the client and often include Energy Audits to gain government funding and rebates, utility master plans for campus planning, feasibility studies for turn-key implementation, and retro-commissioning for LEED Existing Building Certifications. Depending on the locality of a project, the energy initiative will also be made to fulfill code requirements and sustainability targets.
 
Mr. Galatro has been a LEED Accredited Professional since 2004 and is a member of ASHRAE, AEE, and the Sigma Xi research society. He received his B.S. degree in Engineering from Swarthmore College and is a licensed Professional Engineer. He also holds CMVP from AEE and CPMP and BEAP certifications from ASHRAE.
